Donnie R. Woodyard Jr. is the Executive Director of the United States EMS Compact, the governmental body responsible for interstate EMS practice across 25 states. A former State EMS Director in Louisiana and Colorado and Chief Operating Officer of the National Registry of EMTs, Donnie has spent his career advancing national systems that connect policy, technology, and patient care.
Internationally, he has led EMS system design and education initiatives in Sri Lanka, Vietnam, and Bangladesh, and has supported disaster response efforts, including the 2010 earthquake in Haiti. A best-selling author and frequent keynote speaker on leadership and innovation in emergency care,
Donnie holds a master’s degree in Management and Leadership and a
certificate in Artificial Intelligence from Harvard Medical School. An advocate for advancing EMS and improving the adoption and integration of technology, he designed the first AI-powered EMS charting tool and continues to champion innovation that enhances clinical documentation, decision support, and system interoperability.
